Do Decades Start in a 0 or a 1 Year?

Both answers are in use. In everyday speech, decades are named by their tens digit, so "the 1990s" is 1990–1999. Centuries and millennia are counted differently. The calendar has no year 0 (1 BC is followed directly by AD 1), so the first century ran from AD 1 to 100, and every century since has started in a year ending in 01.

That's why the 21st century and the third millennium officially began on 1 January 2001, even though most of the world celebrated at the start of 2000. Strict decades follow the same logic and run from 1991 to 2000, but almost nobody uses them in practice.

Worked Example: A 30-Year Mortgage

A 30-year mortgage starts when the borrower is 34. How many decades does it last, and how old will they be at the end?

Step 1: Years to decades

30 ÷ 10 = 3 decades (360 monthly payments)

Step 2: Age at the end

34 + 30 = 64

The loan runs for three decades, from the borrower's mid-thirties to their mid-sixties. A 25-year term would be 2.5 decades, a quarter of a century.

Durations vs Calendar Labels

A decade-long span can start any day. 15 June 2014 to 15 June 2024 is exactly ten years, even though it crosses from the 2010s into the 2020s.
Counting year labels isn't the same as counting years. From 1 January 2005 to 1 January 2025 is 20 years, two decades, but listing the years 2005 through 2025 gives 21 labels.
Leap years don't change it. Ten years is a decade whether it contains two leap days or three. Leap days only matter when you count days.
