What is a CCF?
CCF means 100 cubic feet. The first C is the Roman numeral for 100, and "CF" is cubic feet. Some utilities print it as HCF (hundred cubic feet), which is the same unit. Water meters in much of the US register volume in cubic feet, so utilities bill in blocks of 100.
A cubic foot holds exactly 1,728 cubic inches, and a US gallon is defined as exactly 231 cubic inches. That makes one cubic foot 7.48052 gallons, and one CCF:
- 1 CCF = 748.052 US gallons (172,800 ÷ 231)
- 1 CCF = 2.832 m³ = 2,831.68 liters
- 1 gallon = 0.001337 CCF
Some utilities bill in thousands of gallons (kgal) instead of CCF. To compare the two, 1 CCF is about 0.748 kgal, so 1 kgal is about 1.337 CCF.

Converting a Price per CCF to a Price per Gallon
Water rates are usually quoted per CCF, which makes them hard to compare with utilities that charge per 1,000 gallons. Divide the CCF rate by 748.052 for the price per gallon, or by 0.748052 for the price per 1,000 gallons.

Many bills also add a fixed monthly service charge and sewer fees based on the same CCF usage, so the effective price per gallon is usually higher than the water rate alone.
CCF on a Natural Gas Bill
Gas utilities also measure in CCF, but converting gas usage to gallons isn't meaningful. Natural gas is billed for the energy it contains, so gas CCF is converted to therms instead. The US Energy Information Administration uses an average of 1 CCF ≈ 1.037 therms. Your utility applies its own heat-content factor, which is printed on the bill and changes slightly from month to month.

Why does my meter show cubic feet but my bill shows CCF?
Utilities usually bill only whole hundreds of cubic feet and carry the remainder forward to the next reading. A meter showing 148,250 cubic feet would be billed from 1,482 CCF.
